In the article, How to Get Rid of a Ghost, by Legends of America, it states that the way you get a ghost to stop following you is to simply turn around and tell it to stop. This is true - once most spirits realize they've been noticed, and you tell them to stop, they stop.
Now, it's not common super to have a spirit follow someone unless:
They are recently deceased relatives or spirit guides
You're a psychic medium
You're carrying about a haunted object (see this article by Dave Juliano for more on this)
Or you're woman, child or other vulnerable person walking home alone, at night, or in by themselves in a dangerous area
In the last case -
Think of it like a guardian angel escort, but a deceased person instead, who just so happened to see someone who needed their help, had time on their times and decided to do something generous while they were around.
Following people can be a form of protection that spirits give to the people -
Though it is is mostly earthbound spirits who do this, follow people.
They're right there and can help, so they do and they will escort people home who walk alone at night.
But, this is why it can spook some folks who are sensitive and will feel or sense themselves being followed.
Earthbound spirits have a specific feel to them which can scare people. Not all people, but they do have an intense sort of feel to them, so it can be startling or suspicion building to sense this invisible human around but not be able to see them.
Other times, it's someone whose been specially appointed to be your guardian or watcher spirit.
In either of these cases, it's actually just a friendly thing that's happening... the following... and it can be meant to keep you both alert and safe. Thus, it's not necessarily a creep thing they're doing.
Think of the reason of it like this:
Whenever there is a ghost around, everyone is always more alert and other people sense them, even if they can't pinpoint what it is they feel. So with a ghost following you, it can actually keep real predators, like rapists and muggers, away from you.
This is how it works: with a ghost following you, a living danger would sense something is off, get creeped, or not think it's safe to mug you and go the other way. Or, the ghost will suddenly urge you to go another way, and you'll inexplicably decide to not go down some street you otherwise would have because you feel something off. Thus, keeping you safe.
Like an invisible bodyguard and mentor directing you the safest route home, this is sometimes what the ghost following is all about. Yes, I've seen this happen, and I've seen it happen more than once, so it's a thing. But don't worry - once they're done, they're done and once you're home, they tend to go back to the streets and leave you be. Like a ghost escort, dropping you off making sure you're safe at your destination.
So sometimes, the ghost following you is just a nice escort thing ghosts do with their time when they're still around on earth and not anything creepy at all, though I admit it can feel that way due to the specific feel earthbound spirits tend to have.
So there are ghosts who walk people home and then after they're done and once their person is home safely, they depart.
This particular scenario of spirits following people is a really common with young college women going home from the library at night, and also with women walking alone in parking garages. And yes, this is true. Moms, now you can sleep more peacefully knowing not all earth bounds are nuisances, and some can help.
So, what do you do?

And you think someone is following you especially at night, always best to check your surroundings and rule out everything else first, then once you've ruled it all out, and you still hear footsteps behind you - chances are, you're got a spirit escort. Thank them when they're through and make sure to say goodbye to them when they depart.
Then, just say thank you if you realize this is the case. Tends to be case by case.
Or if it's someone who's followed you home from the hospital, and you know they're around for longer than they need to be, or if it bothers you just kindly ask them to leave as soon as you notice, and that way they can go about their way, and you, can go about yours.
